Biden visit- really construction stimulus?

I was listening this AM about how the Biden visit locked up all the traffic and how he took his picture in front of construction equipment to promote stimulus. The real story is that backhoe was from a crew installing a drain and was getting ready to pour concrete yesterday on Postal Rd. by the the airport fire station. I am an airline employee and it is common practice for the secret service to ask local tenants to put up barricades when the President or VP visits. They stopped the job and sent the workers home but before they left they asked if they could park their equipment as a security barricade for the VP. How politically convienient!!! Allot of good that did.. stopped men from working on a nice day and we foot the bill for him to visit a handfull of people. Shouldn't they be doing something "constructive"?
